Having spent a full career spanning the Vietnam generation and the All
Volunteer force, I can unequivocally state that today's soldier,
sailor, airmen, and marine is better trained, better equipped, and
better supported in the transition from Military to civilian life than
ever before.

Thus the answer is that the "caliber of personnel" is more than
capable, and in fact has a very generous GI Bill available (far better
than the $0 I received being a "tween GI Bill enlisted puke).
