But haven't the vast majority of the losses this go round been due to

Better dispensers will not help there.
Actually it will. They've been flying low (in RPG range) to avoid MANPADS.
Now that they have IRCM/Flares, they should be able to fly at a higher
altitude, outside of RPG range. Of course the Army is about 10 years behind
the times. The Generals in charge of Army Aviation should be canned for
allowing their helicopters to go to war without decent IRCM. It's not like
these countermeasures are new, they've been available for years. "Too
expensive"...like losing helicopters is cheap.
