Its not actually a measure of power. Its directly proportional to
HorsePower per RPM per Displacement.
If you calculate HP/RPM/Displ for each case and multiply by 13,000,000
you will get their "Bureps". Seems like an engine comparison factor.

PS I recently saw this Hexadyne P60 engine
at the Salon de l'ULM in Blois, France.
Looks neat, but is not cheap.
Are any flying yet?
