It is pretty typical, and it is only surface to 2000ft. It is just
to keep people from getting in the way of rescue operations while
trying to gawk at the damage.

I was actually flying inside the TFR earlier today. There were plenty of
gawkers, they were just above us at the TFR only goes to 2,000'.
