It does if valid military targets like arsenals, ports, factories etc are in
those cities. I don't understand why you find that concept so hard to grasp.
It's not like anyone had smart bombs that would selectively strive any
paricular buikding or complex.
If I understand you correctly bombing a factory is a war crime if any civilians
are hurt. What happens if those civilians happen to be employed in that
factory?
War is a messy, nasty business. It can't be done that cleanly now and most
assuredly couldn't have been done any better then.
Nagasaki and Hiroshima would have had to have been bombed sooner or later to
hit those targets. Those civilians would have been just as dead.
