Isn't there a way to do this with a cheap usb connected web cam?

I started looking into this about a month ago. Unfortunately I could
not find a way to send video to an Ipaq or other Windows Mobile
devices. If anyone has a solution that does not require an extra
screen I would like to know how to do it.
