Perhaps it's cardboard and duct tape. It was a landing accident and that
stuff is covering the area of the air brake. I would assume there is
some connection.

Or maybe JASDF maintenance standards aren't what they should be.

The Pilot is also very experienced.

I can see how once in a while you would forget. There should be an idiot
light for that.
