In New Jersey, the key words turned out to be "home built utility
trailer". This was for a 1981 Komet coming in from Florida without
prior bills of sale or registration. Now, NJ didn't require a
physical inspection of said "home built utility trailer" which made
this painless indeed. Can't say for sure whether this would work in
PA, but a direction worth at least exploring.
