TSO (Technical Standard Order) is a USA approval. not EU.... But the USA and
EU (or FWIW EASA now) have bilateral agreements meaning we accept and they
accept in return each others approvals. The EASA Form one is the approval
document that is essentially the EU version of the US 8130 approval
document.....approved for service or approved for return to service if a
repaired or overhauled part, that "Meets" the approval as indicated on the
form (typically noted on item 12 of the form.
Previous approvals from Germany would have been on the form FAA form one
(now EASA Form one)
confused yet? anyway...simply put the US8130 or EASA Form One are the
equivalent "approval" documents stating that the associated part is an
"approved" part.

I see nothing in this reply that says whether any Winter altimeter is
approved under ETSO C10b. ETSO-C10b is the European equivalent of
FAA TSO-C10b.

The issue of a Form 1 does not in itself say anything about TSO
compliance.

All that is needed to resolve this is a reference to Winter
specification that claims ETSO-C10b compliance. I have been unable to
find one.

Failing that I think a statement from Winter saying the following
Altimeters ......are ETSO-C10b compliant would settle the matter.

Absent either of those I have to assume my altimeter is not TSO
compliant but that's ok with me because I never thought it was.
