Unlikely the FAA will do anything about it since they themselves
supposedly "requested" action be taken:

SECTION 27. Declaration of Emergency. This Ordinance is being enacted
to protect the health and safety of persons who use the Airport, and
the general public... ...and because
the FAA has requested the Port to enact an ordinance regulating
certain Airport activities, therefore, an emergency is declared to
exist. This Ordinance shall take effect immediately upon passage.
Boggs, can you give us some background as to how it has gotten to this
point at Hood River?
