I know its an oxymoron, but a sensible bureaucrat would wait until this
year's batch of cranes had reached Florida before stopping the flights.

You know the FAA Motto: We're not happy until you're not happy!

I know that as the CAA's motto but I should have guessed the FAA uses it
too: the FARs are even more unreadable than anything I've seen from the
UK's Civil Service. OTOH EASA could give both CAA and FAA lessons in
verbosity.
