I replaced the tongue on my trailer maybe 13 years ago. IIRC, the only additional thing I had to do was to spray a fair amount of penetrating oil into the sleeve (using the holes where the two bolts were located) and applying some significant torque to twist the whole thing out. Time may have dulled my memory a bit on the exact details, but I do recall it being "intuitively obvious" (i.e. no crazy, hidden stuff).
