That's not the forum he means, it's a web mirror of the mailing list.

The forum is still down because nobody volunteered to set it up on the
new server. PHPBB (and anything else related to PHP) drives me crazy,
and not worth my own time.

Personally, I don't need a forum, the mailing list is just fine.
