If you find a complete Issue 3, is has the inspection required by Issue 2 included. As Issue 3 says you don't have to destroy the wings every 5 years if it is kept in good order.

How about going to the FAA and letting them know that the AD needs to be revised, as the certifying agency in the country of origin of the plane and the initial AD has revised its AD and the FAA is now 12 years behind the power curve on picking up this change. Of course, do it is a much more diplomatice fashion, and I bet they will make the change. Maybe not today, but they are aware they were behind, and if you get this on their radar, it will get worked.
