Nothing has changed related to this regulation in a long time and this has all been discussed on DUC many times. The significant change to 14 CFR 91.225 back in early 2015 was the adoption of "meets requirements of" wording which allows experimental aircraft to meet requirements of 14 CFR 91.225 by using non-TSO but "meets requirements of TSO..." devices for ADS-B Out. (and that change was less intersting for experimental gliders than other experimental aircraft because of their overriding exemption).
