I was referring to America abandoning manned
space flight and instead relying on the Russians
to get Americans into orbit.
All they have to do is say "Nyet" and our
entire astronaut program collapses.
The Russians are under contract to carry Americans ($80M/astronaut) to
the shuttle until 2019 when SpaceX and Boeing hopefully have their
space launch vehicles certified.

I would hope the Russians honor their contract.
