Oh! I don't think so.

Congresscritters have the Congressional Record.

Federal agencies (the executive branch of the government) have the
Federal Register.

FARs are issued under the broad authority given by the Congress to the
Department of Transportation via an Act of Congress signed into law by
the prez.

Congress has no legal power over any FAR unless they send a new bill to
the president.

They most certainly do!
Each individual Congress critter can insert or delete anything they so
desire prior to publication.
