Deadline for an ultralight flight instructor to take his sport pilot
CFI practical test if he wants to receive full credit for his
ultralight flight
time, and FOI.

Is there an instructor certificate for Sport Pilot that is distinct
from a standard CFI?

Yes, subpart "K". See part 61

If yes, what is the difference in standards or requirements to get
one of these?

Sport Pilot rating, Knowledge & practical test(w/ endorsements by an
instructor), 150 hrs TT.

Can one instruct Sport Pilot using a drivers license instead of a 2nd
class?

Yes, as can any flight instructor. (assuming he/she need not be pilot
in command)

But a sport pilot CFI CAN be PIC while using his/her drivers lic as a
medical as long as it's in an LSA qualified plane.....

True. The PIC comment was(poorly) aimed at the requirement for a subpart "H"
instructor.
