NAVAIRPAC and NAVAIRLANT with that authority.

NAVAIR is the systems command (Pax River). NAVAIRPAC and NAVAIRLANT have
become Commander Naval Air Forces (CNAF) in San Diego, I think. NAVAIR is
the hardware crowd.
