Respectfully, if the pilot breaks out into 'VFR', isn't he bound
by 91.185(b) to "land as soon as practicable"?

Clearly there is some PIC authority involved in deciding what
is "practicable". My point is, I don't think we should forget
ths part of the reg; if the pilot breaks into VMC, but continues
a protracted IFR arrival procedure and a visual approach into a
busy airport whilst overflying several airports of suitable
landing length, it is possible he might have some explaining
to do.
