I would have followed the suggested heading. Without TCAS, the Baron was not
authorized to make the altitude deviation. I hope he filed a NASA report.

Also, the VFR traffic indicating 7000 feet may have had a malfunctioning Mode
C. But, of course, you have to react to the info you had since no one was
talking to the VFR.
