This is due to the aircraft "holdover" times each aircraft is issued
based upon departure time and the time after deicing is completed,
based upon number 1 or 2 deicing method.

When an airport is reported as deicing the acceptance rate and
departure rate is also provided. Why is this? How does deicing affect
AR and DR? If an airport is deicing is is more likely that arrivals and
departures will be delayed?
