A few possibilities:

(1) Your local library might have access to online legal resources that
would have this. You can ask a librarian, or check their web site if they
have one.

(2) HeinOnline (http://heinonline.org) seems to have it, but I don't know
if it's accessible through their trial accounts.

(3) The Library of Congress has an "Ask a Librarian" form on their web
site. They might be able to locate it for you.

(4) The GPO web site mentions Federal Depository Libraries. If you can
find a local one, you ought to find it there.

Or, of course, wait long enough and some packrat reading this newsgroup
will find their old book and type it in.
