I think because the Shafrir had a bigger warhead than the Sidewinder and was
better able to make a one shot kill than the equivalent.

But that would have required actually coming near enough the target to
do the damage, and having the fuze then work as advertised, and IIRC
Shafrir was none to well known for accomplishing either feat (ISTR
reading that the IDF pilots were none too fond of it).
