You would think after the train bombings in Spain, there would be as
much -- or more -- security efforts expended on them?

You can't shut down the whole country for fear of bombing.


But you can in response to one.

Look at how Germany imposed restrictions over the years in response to the
Bader-Meinhof violence of the 70's.
