The SSA web site shows the document, but the flash player is not currently working in any web browser. Has anyone downloaded it previously? I called the SSA and they said they don't currently have access to it either.

As Flash is deprecated, you have to allow it in your browser. There will be not support for Flash in most browsers after the end of the year. There is a project underway to convert, before the end of the year, the archive viewer to HTML5 and still keep the archive word searchable, consistently up to date, and hopefully useful in other ways.
