Default Handicap 15m & Std Class Regional at New Castle

It's curious that this idea has generated so little response.

Guys with with ASW-20s, Ventus 1s, LS-3s, LS-4s, LS-6s, Discus 1s &
ASW-24s... the welcome sign is out.

Right now I see about 4 "old" gliders on the grid... all flown by guys
that would be there anyway.
