no... if the seal is missing.. he has no idea if it has been discharged..
pressure indicator may show "in the green".. but dials have been known to lie.. if his T.O. says the seal needs to be there... then it needs to be there.. and the PILOT is in CHARGE... not the ramp agent.. not the mechanic.. all he would need to do is get to EWR and have the mech down there write him up for bringing him a bad extinguisher to have to swap out.. then everything really hits the fan.. The Captain is ultimately responsible for and authority to the safety of the flight. I had this situation today at Dulles. The Extinguisher was fine. We re-tagged it and sent them on their way. The pilot in command has final authority. It's that simple. I would have

Question was he being a d__k Head or not? The Captain was doing his job, which is to operate the aircraft safely and within the confines of company policy and federal regulations. The airline is responsible for the schedule and the maintenance status of the aircraft. When the crew arrived at the aircraft, they noticed the seal missing from the fire extinguisher during their normal cockpit safety checks. Normal protocol at this point is for the Captain to make an entry into the aircraft AML (Aircraft Maintenance Log) stating the defect. Example: "Seal missing from cockpit fire extinguisher." At that point, they call maintenance and the aircraft is in the hands of maintenance until a corrective action balances the discrepancy. Upon maintenance correcting the discrepancy, the Captain then reviews the AML that it has been completed properly and then he accepts the aircraft by affixing his signature to it. Blame the maintenance people for taking 40 minutes to hang a few fire extinguisher in the cockpit. Commend the crew for doing their job. -RH |
