EGC (unflapped) - Anyone know the US Pilot?

Does anyone know the pilot (Arkady Zapolski) flying under the US flag, "hors concours", at the unflapped European Gliding Championships in POland?

I thought you had to have the endorsement of your National Aero Club (NAC) to enter these things.

Since the question was asked here, but answered elsewhere, I'll comment here. The SSA Contest Committee gave permission for him to fly under the US flag, at his own expense. Other pilots have done the same in other venues.
