I need a location:
https://www.youtube.com/watch?v=xJmYX53cC3U&t=0m58s I first saw this footage in "Days of Fury" (1979), a mondo film narrated by Vincent Price. The poor dudes aboard were probably Americans, because the full footage showed their bodies being covered up by an American flag. I think of the CN Tower in Toronto, but its construction didn't begin until 1973, and clothes worn by the rescuers looked like something from the late '50s or early '60s.
