Later, Steve.T PP ASEL/Instrument The government does have the ability to turn off NDB & VOR if they think an imminent attack on the US is probable. Google "SCATANA". (Security Control of Air Traffic and Air Navagation Aids). You will find FAA order 7610.4 Special Military Operations. From what I've read, this dates back to the 60's when there was a concern that the Soviet's could use our air navigation aids to guide their missiles & bombers to the target. SCATANA was partially invoked on 9/11 to order all civilian aircraft out of the U.S. skies but NOT to also disable the air navigation aids.
