I think this happens with credit cards as well. I often seen
"temporary authorization" on one of my cards in particular, a business
card. For example, I rented a car in Ireland and declined the "excess"
insurance coverage. The car company rolled my card for 1,000 euros in
one transaction and 50 euros for the refill. Oddly, the 1,000 was
simply canceled, with no actual charge showing up on the card at the
end of the month, but the 50 euros went through as a charge, then a
credit. Since the dollar was declining, I lost eight cents on the
deal! Happily, that card is not one that charges a 3 percent foreign
transaction fee.
