The AOPA and Cong King [Republican] have asked the State

PRIMARY returns are the skin paint from the radar. It would seem that Brazillian RADAR just sucks badly. Nothing you can do with the transponder will kill the primary return. |

And a transponder just sits there unless it is triggered by
the secondary radar. If the ground based radar is inop or intermittent, the transponder just does nothing.
