Does the host only have to wear a lap-belt in the rear?

Some may recognize the glider pilot and location as Suzanne Connor and
Sun Valley, Idaho. She operated the operation there from the late
'80's to about 2001. This production was done in the late '90's as I
remember. The back seat in the SGS 2-32 would hold two moderately
sized adults and many only had lap belts. There are no rules
requiring shoulder harness.
