Default Radar down in EZE and manual operations


I have been waiting for a couple of hours to board a plane to go home.
I am in EZE (Ezeiza, the international airport in Buenos Aires, Argentina)
home is SCL (santiago de Chile). Several flights are delayed because the
radar is down...

The interesting part is that it has been down for months!

Are they that hard to fix?
