You are right about that, but the new lights on the tractor-trailer rigs

Look at the regulations on the required viewing angles and maybe you will understand. The LED's are unidirectional and could cause a problem meeting the regulations. If you will note, those truck lights need only be seen from behind and traffic signals benefit from not having too wide a viewing angle. Just lay out the array so that each row points at a slightly different
angle....or two clusters, one pointing forward and one cluster pointing straight off the end of the wing...with a slight tilt away from center as you move to the outer edge of the cluster. Not that hard to accommodate the regs.
