Default Regional Rules Propose for 2009

I am new to contest rule details don't understand the reason for some of the
rules.

These questions are posed in reference to the Proposed 20009 Regional Rules.

10.8.2.1
A valid start is a start obtained after the task has opened and after the
pilot's last

launch. A pilot must have a valid start to be given a
scored start time and

position. The last valid start of the claimed task is used
unless i) it incurs a

penalty under Rule 10.8.5.6 and Rule 12.1.4.3, in which
case the best-scoring

valid start is used or ii) the pilot has achieved one fix
more than 5 miles outside

the start cylinder after a start which otherwise
qualifies, in which case that

previous start may be used.

I don't understand the second part about "achieving one fix more than 5
miles outside the start cylinder" .

If the pilot exits out the top of the cylinder "after the task has opened",
doesn't that establish his 'start'?

I don't see how the '5 mile' thing applies. If he exits the cylinder,
hasn't he started?

This is not talking about a fix at 5 miles making the current start
valid, it is talking about being able to score using a previous
start.

Here's what it's for. Suppose you start, then you go out on course 6
miles. But it's really crappy, so you go back and start again. This
time, you hit the dirt 2 miles out. Without this provision, you would
be forced to take the last start, and get credited for 2 miles. Now,
you're allowed to take the first start and get credit for 6 miles.

It also means that if you go through the start cylinder after having
rounded the first turnpoint, the letter of the rules does not require
this to count as a new start.
