In 1980s Congressional testimony the FAA was told
that airmen should not get their medicals unless it could be predicted there was less than a 1 per cent chance of a cardiac event in the next five years. This was given as the reason a Cessna 140 driver is held to a higher medical standard than truck drivers, nevermind that some trucks are orders of magnitude more dangerous to third parties than a small Cessna. Go to a *research* library, such as one at the nearest university. If you live near a STATE university, it is probably a "Depository" library. That means the Feds "deposit" there all the stuff that pours out of the Government Printing Office. (The one here at Penn State even gets Sectionals, Terminal Area Charts and WACs.)
