We've used cell phone tracking for SAR in CAP. However, you have to work directly with the cell phone provider, it doesn't appear that there is any software that simply says "you are here", its an engineer looking over stuff giving you his opinion. With the new phones with built in GPS (which eventually are supposed to replace all existing cell phones) the accuracy is, well, GPS accuracy.
