Vortex Oscillating Propulsion
According to the Dec 13, 2003 section of:
http://www.strategypage.com/fyeo/how...et=HTAIRFO.HTM The Russians and the USN are working on something called "Vortex Oscillating Propulsion". Anyone have more info on how this works?
