Dan, U.S. Air Force, retired In my experience the best way to glue phenolic together is with AN3-X. Most if not all of the epoxy resins we homebuilders use bonds poorly to phenolic. Drilling holes in the phenolic fitting and using cotton flox in the resin as a kind of composite rivet makes for a useable structure. Think encapsulation rather than bonding.

For what your considering - I think - just sand well with something like 120 grit sandpaper and use any good epoxy. Whack it with a hammer and it will probably break at the epoxy/phenolic surface but for holding LEDS it should be just fine. I am building and LED indicator lamp holder.
