Because many servers segregate groups based on whether they allow
images or other binaries to be posted there. This is a text-only group
and does not want to be relegated to the shorter retentions and other
handling issues it would have if it were designated as a binary group.

posting binaries to this group whenever he felt like it.

What the hell do you mean by this. If you have some specific
complaints about my behavior rather than the other misbehaved
children in this group, I'll be glad to discuss them. Otherwise,
avoid insulting me. I was just trying to inform the user, politely,
of a rule that he was probably not aware of.
