It is pretty typical, and it is only surface to 2000ft. It is just
to keep people from getting in the way of rescue operations while
trying to gawk at the damage.

I was actually flying inside the TFR earlier today. There were plenty of
gawkers, they were just above us at the TFR only goes to 2,000'.

It is very common. Pretty much anytime there will be any sort of rescue
work or special air traffic related to something on the ground (like a forest
fire) you can expect a TFR to pop up.

This guy appears to be seeing conspiracies where there is none. The
presence of a TFR over an area that has been devastated by a hurricane is
standard procedure. The fact that it only goes to 2,000 ft. would tell me
that no one is trying to keep news organizations away. With the equipment
onboard most news helicopters these days, you can zoom in and read the
writing on someone's T-shirt from 2,000 ft.
