Pretty much anytime there will be any sort of rescue work or special air traffic related to something on the ground (like a forest fire) you can expect a TFR to pop up. The presence of a TFR over an area that has been devastated by a hurricane is standard procedure. The fact that it only goes to 2,000 ft. would tell me that no one is trying to keep news organizations away. With the equipment onboard most news helicopters these days, you can zoom in and read the writing on someone's T-shirt from 2,000 ft.
