Read it again, Ben.
It says "removing AND replacing"... not "removing AND/OR replacing". Thus, it prohibits the DUAL action of removing and replacing, not simple removing nor simple replacing. That ain't snarky, that's logic and construction. Jim (Ben Jackson) shared these priceless pearls of wisdom: -He can take out anything he wants. It's the puttin back in that the FAA has -rules about. - -Part 43 appendix A (c)(31) says: - -Removing and replacing self-contained, front instrument panel-mounted -navigation and communication devices that employ tray-mounted connectors -How about people with snarky comments about how you can 'remove anything' -explain which authority that's under?
