Again.. practical "need" is not a "legal requirement". Maybe the lawyer
wanted the business of drawing the lease up or something.. or was protecting his turf in doing that sort of business. What is bizzare is that I have heard from a person who says he is a qualified NY lawyer state that the need for a dry lease comes from some sort of interaction between the FAR requirements and renting an aircraft outside the USA.
