In 1980s Congressional testimony the FAA was told
that airmen should not get their medicals unless it could be predicted there was less than a 1 per cent chance of a cardiac event in the next five years. This was given as the reason a Cessna 140 driver is held to a higher medical standard than truck drivers, nevermind that some trucks are orders of magnitude more dangerous to third parties than a small Cessna.
