Default Hanscom / Bedford, MA Approach update

Another NDB on the way out....

If you fly into Hanscom Field in Massachusetts IFR, the ILS 11 approach
has just undergone a rather large change.

The ILS 11 approach is now the ILS or LOC 11 approach. All references
to BEDDS, the LOM and an IAF have just been deleted. In its place is
the ZELKA, TAYUB, and SUVVO intersections, measured in DME from the
localizer and the Manchester VOR.

The ADF Required restriction is removed, and a new RADAR Required
restriction is in place.
The initial approach altitude has been raised from 1900' to 1700'.
Circling and localizer minimus are similar if SUVVO intersection

The new Missed Approach fix is the Manchester VOR [!] instead of Shaker
Hill NDB. A long hike in a busy area, which leads me to believe that
they expect everyone to be vectored long before Manchester, hence the
Radar Req'd.

So it looks like the final kiss of death for the BEDDS (and Shaker Hill)
NDBs. The NDB 11 approach is long gone, although NDB 29 hasn't been
canceled yet.

Also the Boston VORTAC is now the Boston VOR/DME.
