One is a LOT easier to fix than the other.

The folks who write the tax regulations think it's going to take a change to
the law to fix. Whether or not it actually does, that pretty much guarantees
that it will.

Either that or a law suit where they get their ass handed to them when
they try an tax some G-IV that happens to land there.
