Moderated List

Moderation is censorship and is never very popular, and moderation is a very difficult and time-consuming job that most people cannot handle. Lots of people want to have the authority of moderators, but virtually none want the responsibility or the ethical obligations. That is why virtually all newsgroups on USENET are unmoderated.
