The 2002 visit was to have included a couple of Sukhoi Flankers - and Noga were threatening to get a court order to impound them in the US. They tried a similar ploy at the Paris Air Show in 2003 - but the Sukhoi & MiG companies was pre-warned and flew the Su-30 and MiG AT back to Russia before the bailifs could slap the order on them.
